Because a teach-in lathe is simpler programmed than a CNC lathe, the operator needs fewer skills. With a CNC lathe, the operator needs to have experience with programming the control program that's installed on the computer. With a teach-in lathe, it's basically a matter of entering and clicking on the correct data.
